In 1993 an amendment to the charter was presented to the voters of West Yellowstone at the November 2, general election. This amendment proposed to create a council of five members, one of whom shall be the mayor selected by the council, and to create a Department of Operations and the position of “operations manager” to serve as a full-time administrative employee of the Town. The amendment passed with 129 voting yes, and 117 voting no. The change allows the council to choose the mayor from among the members of the council rather than electing the mayor at large, and allowing the council to hire an operations manager who administers the affairs of the town.
