In 1989 Kalispell voters were presented with the choice of retaining their commission-executive form or adopting the alternative commission-manager form of government.  By a vote of 1,379 to 1,174 the commission-manager form was approved. The form provides for general powers, non-partisan elections, the mayor who is elected at large and eight council members elected from four wards.

 

In 1996 the city of Kalispell voted on three sub- options. The first was the size of the council eight council members (2, 849 votes) or four council members (1, 910 votes). The second was districted elections (2, 830 votes) or at large elections (1, 987 votes). The third was to state limit taxes (2, 778 votes) or cap taxes at 107 mils (1, 906 votes).
