In 1996 the city of Helena voted on five sub-options. The first was no preamble (2,666 votes) or adding a preamble (3,541 votes). The second was capping property taxes at 107 mils (2,491 votes) or capping property taxes at the state limit (4,581 votes). The third sub-option was term lengths for the mayor either a two-year term (2,607 votes) or a four-year term (4,771 votes). The fourth sub-option was no change community councils (3,141 votes) or amending community councils (3,250 votes). The fifth sub-option was retaining transition article (2,435 votes) or deleting the transition article (3,318 votes).
In 2000 a proposal to amend the Helena City Charter was presented to the voters at the November 7 general election to permit the Helena Citizen’s Council, in the event there are no serving members on a Neighborhood Council, to fill the vacancies. The amendment also enables the Citizens’ Council to declare a position vacant if a member misses three consecutive meetings or ceases to be qualified under rules adopted by the Helena Citizen’s Council. The amendment was approved by the voters with a vote of
33,176 to 27,768.
