In 1986 the city of Great Falls voted on one sub-option. Having five commissioners (4,880 votes) or having seven commissioners (3,629 votes).
In 1996 the city of Great Falls votes on three sub- options. The first was four commissioners (16,767 votes) or six commissioners (7,697 votes). The second was should the mayor have a two-year term (14,609 votes) or four-year term (10,442 votes). The third sub-option should community councils be permitted(7,682 votes) or to create community councils (15,775 votes).
In 2000 at the November 7 general election, the voters were asked to consider a proposed amendment to their Great Falls City Charter that would enable the City Commission to levy two additional mills in support of the Great Falls Public Library. The charter amendment was approved by a vote of 17,525 to 7,774
