In 1998 an amendment to the Billings Charter was approved 15,790 to 13,031 at the November 3 election to raise property taxes by as much as 20 mills over the next four years (at 5 mills per year) to maintain service levels for the operation, maintenance and capital needs of the City Fire department and Police Department.
