In 1996 the city of Missoula voted on two sub-options. The first was partisan elections (2,717 votes) or nonpartisan elections (6,264 votes). The second was to permit community councils (3,188 votes) or create community councils (5, 803)
In 2004 the city of Missoula voted on four sub-options. The first was six wards with two members (12,422 votes) or nine wards with one member (11,789 votes). The second was nonpartisan elections (14,090 votes) or partisan elections (11,494 votes). The third was neighborhood council requirements (14,929 votes), Language consistent with ordinances (9,593 votes). Existing charter language (4, 670 votes) and language consistent with law (20,057 votes).
