The Weaver Award for Distinguished Service
Alan Hulse,Retired CEO of Montana Municipal Interlocal Authority
Alan Hulse has spent more than two decades as CEO of MMIA, leading with vision, integrity, and a deep commitment to Montana’s municipalities. Under his guidance, MMIA became a model of excellence, strengthening programs, building partnerships, and ensuring communities had the support they needed to serve their citizens effectively. Known for anticipating challenges and fostering collaboration, Alan’s leadership has left a lasting impact on local government across the state. His legacy endures in the trust, stability, and innovation he championed for Montana’s cities and towns.
The Judy Mathre Commitment to Community
Gail Leeper,Mayor of Drummond
Gail Leeper has devoted more than three decades to public service, first elected as Mayor of Drummond in 1993 and continuing to lead with integrity and vision. Her leadership has guided her community through complex challenges, including securing long-term solutions for critical infrastructure and wastewater systems. Beyond her hometown, Gail has shaped policy and mentored peers statewide as President of the Montana League of Cities and Towns Board. Her unwavering commitment to collaboration, advocacy, and authentic leadership exemplifies the spirit of the Judy Mathre Commitment to Community Award.

Harold Blattie,Retired Executive Director of Montana Association of Counties
Harold Blattie has dedicated his career to strengthening local government in Montana through advocacy, leadership, and collaboration. Beginning in grassroots roles and later serving as Executive Director of MACo, he gave counties a powerful voice in the Legislature, championed local control, and shaped tax and budget policy with unmatched expertise. Harold’s legacy is one of vision, integrity, and unwavering commitment to empowering communities across Montana.

Dr. Kenneth Weaver & Judy Mathre, Co-Founders of the MSU Local Government Center
Dr. Kenneth Weaver and Judy Mathre are the visionary co-founders of the Montana State University Local Government Center, whose work transformed local government education across Montana. Beginning as civic leaders, they championed the belief that strong communities require informed, empowered officials and built programs rooted in research, outreach, and accessibility. Their efforts shaped legislation, created the Policy Council, secured major grants, and mentored generations of leaders, all while ensuring no community was left behind. Their legacy of service, innovation, and commitment to the land-grant mission continues to strengthen local governance statewide.

Legacy of Leadership Award
Jeff Sell, Wheatland County Commissioner
Commissioner Jeff Sell has dedicated decades to public service, holding roles from school board member to mayor and county commissioner. His leadership has driven transformative projects, including replacing Harlowton’s water tower, advancing the $70 million Musselshell Judith Water Project, and revitalizing the Harlowton Railyard. Through collaboration and innovation, he has strengthened local governance, supported mental health initiatives, and shaped a lasting legacy of integrity and community progress across Central Montana.
Montana Local Government Champion Award
Anne Hughes, COO Missoula County
Anne Hughes has devoted nearly two decades to advancing local government, rising from a legislative intern to Chief Operating Officer of Missoula County. She pioneered the county’s first communications efforts and played a key role in transformative initiatives such as courthouse renovations, the Downtown Master Plan, and strategies to end homelessness. A passionate mentor and civic leader, Hughes continues to inspire future public servants while promoting collaboration and community engagement statewide.
Steward of Service Award
Dannai Clayborn,Clerk of the Commission, City of Helena
Dannai Clayborn exemplifies stewardship through professionalism, preparedness, and an unwavering commitment to fairness. In a year of major transitions for Helena, she ensured continuity and transparency by organizing meetings, safeguarding public processes, and leading the recruitment of a new city manager. Beyond her city role, Clayborn shares expertise statewide as an instructor and trusted resource, strengthening local government through knowledge, confidence, and collaboration.
Public Leadership Award
Shane Fox, Blaine County Commissioner
Commissioner Shane Fox exemplifies servant leadership through collaboration, integrity, and a commitment to empowering others. He has championed professional development by bringing Montana LTAP training to his county, helping road employees achieve Road Scholar status, and introducing Real Colors training to strengthen communication and teamwork across departments. His vision for growth and innovation has built trust, fostered collaboration, and created a culture of excellence in local government.
Justice in Action Award
Paige Trautwein,Clerk of District Court, Ravalli County
Paige Trautwein exemplifies excellence in public service through years of dedication, collaboration, and leadership. As chair of the Automation Committee, she has kept the association organized and informed, ensuring members have the tools and confidence to succeed. Known for her warmth and expertise, Trautwein fosters community and trust statewide, making a lasting impact on clerks and court operations across Montana.
Cornerstone Award
Lorraine Hellie,Deputy Treasurer, Phillps County
Lorraine Hellie has been a cornerstone of Phillips County government for 43 years, serving with professionalism, patience, and care. As Deputy Treasurer for the past 15 years, she has guided residents through everything from routine questions to complex tax issues, earning trust and respect across the community. Her unwavering dedication and deep knowledge have made her an indispensable resource and a lasting example of public service.
Bridge Builder Award
Tracy Cook, Lead Consulting and Learning Librarian, Montana State Library
Tracy Cook has spent eight years as Montana’s Lead Consulting and Learning Librarian, building bridges between libraries, local governments, and communities statewide. She provides expert consulting and training in areas such as library law, planning, budgeting, and technology, empowering librarians and trustees to strengthen leadership and meet community needs. Her collaborative approach and passion for service have created stronger libraries, stronger partnerships, and lasting impact across Montana.

Brent Brooks,Municipal & County Attorney for multiple Jurisdictions
Brent Brooks has dedicated decades to strengthening local government through expert legal guidance and unwavering integrity. As a longtime legal advisor for one of Montana’s largest cities and now a trusted resource for counties and municipalities statewide, he helps leaders navigate complex legal challenges with confidence. His deep knowledge of local government law and commitment to service have made him an invaluable advocate for communities across Montana.
